GSP members are invited to an evening conversation with Dennis Shaffer and Chuck Parcher of Civista Bank, just weeks after a carefully planned leadership handoff at one of our region's largest and longest-standing employers. Light refreshments will be served. The program will begin at approximately 5:30 PM.
Civista is the 180th largest exchange-traded bank in the United States and the only publicly traded company headquartered in Erie County. The bank has routinely been recognized by publications such as American Banker and Bank Director Magazine as one of the nation’s top performing banks for institutions with $2 billion to $10 billion in assets and has been recognized by Crain’s Cleveland Business Journal for 16 consecutive years as one of the ‘Best Employers in Ohio’. Civista Bank is a full-service financial institution serving consumer, business, mortgage, wealth management, and commercial and equipment leasing customers to 44 locations across Ohio, southeastern Indiana, northern Kentucky, and western Pennsylvania.
Dennis joined Civista in 2009, holding various roles in commercial lending before being named President in 2014 and CEO in December 2017. Under his leadership, Civista grew organically by nearly 70% and completed four acquisitions, tripling its asset size to $4.3 billion. The bank’s strong financial performance and community focused business model has allowed it to remain independent, and it has been headquartered here in Sandusky for more than 141 years.
Mr. Shaffer has been elected to several boards and actively serves in various leadership roles for several organizations around the state of Ohio. He currently serves as a member on the State of Ohio Banking Commission and is a member of the Civista Charitable Foundation board of directors, the Greater Sandusky Partnership board of directors, and the Cancer Support Community of Central Ohio’s board of directors. He is an active member of the Ohio Bankers League and served a four-year term on the OBL Board from 2022-2025. He is being honored this year as OBL’s Banker of the Year.
In February 2026 Dennis announced that he would be retiring in August of this year and that Chuck Parcher would succeed him as CEO. The well thought out succession plan was two years in the making which helped to ensure a seamless transition. Dennis remains as Chairman of the Board for both the bank and holding company.
Chuck brings nearly four decades of commercial banking experience. He joined Civista in 2016 as Chief Lending Officer and spent nearly a decade shaping the bank's lending strategy. During that time, Civista's commercial loan portfolio in Ohio's major metro markets grew from about $645 million to $2.4 billion. Named President of Civista Bank in January 2025, he took on growing responsibility for the bank's strategic direction and day-to-day operations before becoming President and CEO at the end of August. Chuck is past chair of the YMCA of Greater Toledo's board of trustees. He has also served on the boards of Firelands Regional Medical Center and ProMedica Toledo Metropolitan Hospitals, and as Treasurer of the Toledo Regional Chamber of Commerce. He holds an MBA from the University of Toledo and a bachelor's degree in finance and economics from Miami University.
